I'm not trying to be contentious here, but DVD is pretty much a dead format. As I said before, it's fine for low-def stuff, but it kind of seems pointless to release something like this concert on media that doesn't show off the high picture quality.
Blu-Ray has been about for 15 years now, with cheap players being available for the last decade or so. Before that, you could mitigate some of the cost by combining it with a games console (like I did with my PS3).
You have to ask yourself, how long does a company need to support media types for?
You could argue that they could put a cassette in the box quite cheaply too. I know I'm probably being a bit silly here, but it's kind of the same thing. DVD is an old format (25+ years) which doesn't support Hi-Def video. Most people (I would guess) would have at least an HDTV these days, so would probably want something that would look good on their screens.
If you think about it, it's up to companies (along with developers) to push new formats and move the tech forward. If they didn't do that, we'd all be stuck with the same low-def formats.
All that being said, I'm not really sure Blu-Ray sales are that great either.
Physical media is pretty much considered 'old hat', with most people (apart from us 'oldies') wanting to stream stuff.
(Although, vinyl seems to be pretty popular amongst younger people these days).
