During an interview on the early JD era, possibly in promotion of his JD book, Hooky described how his style of bass playing came about and it was Ian who identified it. Hooky was playing high to hear himself over Bernard's noisy amp and Ian said 'that sounds great, keep playing like that'.
So perhaps Ian can take the credit for the sound as Hooky would most likely have adopted a more usual style of bass playing once Bernard had bought a better, less noisy amp.
A bet H is gutted he hasn't trade marked that sound, not that he'd let a technicality like that stop him from claiming financial loss.

"In 2010 Peter Hook, bass-playing founder member of Joy Divison and New Order, found himself ostracised when – without him – New Order started touring again with a new bassist because, it turns out, you can't just end a band by telling people that you've split up."

I haven't listened to the interview but I must say I am impressed by the version of Subculture that is also linked, that song suits Hooky's voice and the arrangement is very respectful to the original.
